According to the data, as of December 2025, the number of consumer Internet users in China has approached 10 million, and when the number of public intelligent computing services has reached 1.407 billion cards, the size of the intelligent computing service market has exceeded 130 billion yuan.
Han Xia, Executive Deputy Director and Secretary General of the Information and Communication Technology Commission of the Ministry of Industry and Information Technology, stated that computing power is an important support for the development of artificial intelligence, and accelerating the construction of computing power infrastructure is of great significance. Strengthen overall planning and coordination
Accelerating the interconnection of computing power and promoting efficient supply-demand matching of computing power are important supports for the high-quality development of China's digital economy. Currently, the booming development of artificial intelligence has spurred the demand for interconnected computing power, and users need to be able to access computing resources anytime, anywhere, and on demand.
Overall, China's computing power service providers are diverse and dispersed, with uneven facility layouts and significant differences in cluster architectures. A large amount of small scattered computing power and idle resources are difficult to integrate, making it increasingly urgent to promote computing power interconnection and interoperability at the national level.
Wu Hequan, academician of the CAE Member, said that globally, the demand for computing power driven by artificial intelligence is growing exponentially. Computing power competition has upgraded from a single technology competition to an ecological synergy game. Countries have built an integrated computing ecosystem through top-level design. The development of computing power in our country has entered a critical stage of transition from large-scale layout to integrated interconnection.
On the basis of the existing Internet architecture, the interconnection of computing power is to standardize the interconnection of public computing power resources of different entities and different architectures by building a unified computing power logo, enhancing heterogeneous computing and elastic network capabilities, to form a service capability that can be queried, talked about, and called, to achieve efficient supply and demand matching, flow interconnection, and migration of data and applications between computing power, to promote the efficiency of computing resource use and service level, so that computing power can be used as easily as water and electricity.

The construction of the Computing Power Internet is cross-sectoral, cross-regional, and cross-industry, necessitating top-level design and overall promotion. In 2025, the Ministry of Industry and Information Technology issued the "Action Plan for Computing Power Interconnection," which outlined clear goals and tasks from multiple dimensions, including interconnection infrastructure, infrastructure interconnection, and resource interconnection. Nan Xinsheng, Deputy Secretary General of the China Communications Standards Association, believes that while the computing power industry is developing rapidly, the pain points of lagging standardization construction are becoming increasingly prominent.
