At the opening ceremony, the Beijing Municipal Science and Technology Commission and Zhongguancun Management Committee released the "Beijing Artificial Intelligence Industry White Paper (2025)", which summarized the current development status of artificial intelligence from a global and national strategic perspective, systematically sorted out the innovation resources and overall situation of Beijing's artificial intelligence industry, and studied future development trends, promoting Beijing to accelerate the construction of a globally influential artificial intelligence innovation source and industrial highland. It is estimated that the scale of the artificial intelligence industry in this city is expected to exceed 450 billion yuan this year.
Data shows that in the first half of 2025, the scale of Beijing's core artificial intelligence industry will be 215.22 billion yuan, a year-on-year increase of 25.3%. Preliminary estimates suggest that by 2025, the industrial scale is expected to exceed 450 billion yuan. There are over 2500 AI companies and 183 registered large models, maintaining the top position in the country. The industrial chain is becoming increasingly complete, forming a globally competitive industrial ecosystem. At the same time, the path of commercialization has gradually become clear, and the revenue and number of active users of products of Baidu, Tiktok and other companies have reached new highs.
In terms of achievements, various innovative entities continue to produce "Beijing Originals" at the forefront of global technology. Dai Qionghai, an academician of Tsinghua University, Xu Kun, a professor of Beijing University of Posts and Telecommunications, and Li Guoqi, a professor of the Institute of Automation of the Chinese Academy of Sciences, have successively made major original breakthroughs; Beijing Zhiyuan Artificial Intelligence Research Institute has released FlagOS, achieving vertical integration of "mold core collaboration"; The Beijing Institute of General Artificial Intelligence has launched "Tongtong 2.0", completing a significant leap from theoretical innovation to capability verification; The Beijing Academy of Intelligent Sciences has released the Bohr Research Space Station, which is the world's first AI research platform covering "reading literature, doing calculations, conducting experiments, and interdisciplinary collaboration"; Zhongguancun Artificial Intelligence Research Institute creates super software intelligence, achieving deep penetration into the underlying operating mechanism of software for the first time. The driving role of core enterprises is significant, and some achievements have reached the international top level.
Since the beginning of this year, Beijing has taken the lead in introducing a series of policy measures such as the "Action Plan for Accelerating the High Quality Development of Artificial Intelligence Empowered Scientific Research in Beijing" and the "Action Plan for Innovative and Industrial Cultivation of Specific Intelligent Technology in Beijing". Highly active in investment and financing, with basic software and model algorithms being open sourced, attracting global developers to participate in code contributions and application innovation. These have jointly created a "Beijing ecosystem" with a complete innovation system.
The White Paper also analyzes the future development trends of the artificial intelligence industry: various AIAgents capable of fulfilling roles such as personal assistants, enterprise process automation, and scientific research assistants will experience explosive growth. Artificial intelligence will promote the development of inclusive technology, and end devices such as smartphones, personal computers, and smart cars will have stronger intelligent processing capabilities. The next step for Beijing is to accelerate the filling of its shortcomings and forging its strengths, comprehensively consolidating and enhancing its leading position as the "first city of artificial intelligence".

Beijing leads the country in high-quality development index
Recently, the Beijing Academy of Science and Technology and the Social Sciences Literature Publishing House jointly released the "Blue Book of High Quality Development in Beijing" (2025), which shows that Beijing leads the country in terms of high-quality development index, with an average annual growth rate of 3.25%. According to researcher Jia Pinrong, Executive Editor of the Blue Book and Director of the High Quality Development Research Center at the Beijing Academy of Science and Technology, from an economic perspective, advanced elements are the solid foundation for Beijing's high-quality development. Beijing's labor factors have shifted from quantity expansion to quality improvement, with a total labor productivity of 444000 yuan per person in 2024, ranking first among all provinces, autonomous regions, and municipalities. From the perspective of innovation, technological innovation is the key to high-quality development in Beijing. Beijing continues to increase its investment in innovation, with a research and development funding intensity of 6.58% in 2024, ranking first in the country. From the perspective of governance, institutional reform is the core of Beijing's high-quality development. More than 50 pilot reforms and supporting policies have been fully implemented in the Zhongguancun Demonstration Zone, forming a powerful lever for the construction of the Beijing International Science and Technology Innovation Center. Looking ahead to the 15th Five Year Plan, Jia Pinrong proposed that new quality productivity is an effective support for Beijing's high-quality development, technological innovation is the core driving force for Beijing's high-quality development, deepening institutional reform is a powerful guarantee for Beijing's high-quality development, and multilateral international cooperation is an important pillar for Beijing's high-quality development.
Along with the release of the Blue Book, there are also the "Beijing New Quality Productivity Development Research Report (2025)" and the first "Beijing Patient Capital Development Research Report (2025)". The development level of Beijing's new quality productivity is leading in the country, maintaining annual growth during the research period, with an average annual growth rate of about 6.3%, showing the development characteristics of talent leadership, technological support, and factor synergy. At the same time, the Beijing Patient Capital Development Index has shown a steady growth trend, reaching 0.6039 in 2023, an increase of 43.82% compared to 2019, indicating strong development momentum. The supporting role of new quality productivity and patient capital in the high-quality development of Beijing continues to strengthen.
