From November 6 to 9, the Wuzhen Summit of the World Internet Conference was held as scheduled, and the global attention was once again focused on the water towns in the south of the Yangtze River. The theme of this summit is "Building an Open, Cooperative, Secure, and Inclusive Future of Digital Intelligence", which coincides with the tenth anniversary of the concept of building a community with a shared future in cyberspace. It has important significance for carrying forward the past and opening up the future.
The ten-year journey began with the collision of ideas between the water pavilions and bridges in Wuzhen in 2014. The first World Internet Conference opened a new path for global Internet governance. In 2015, the concept of building a community with a shared future in cyberspace was put forward, and the systematic exposition of "four principles" and "five propositions" provided a Chinese solution for solving the global Internet development problems.
"The Wuzhen Summit has become a bridge and link to build consensus among all parties." According to Ren Xianliang, Secretary General of the World Internet Conference, the role of this platform has been widely recognized by the international community. Francis Gao Rui, Vice President of the World Internet Conference, compared the Wuzhen Summit to "an incubator" that gathers all discussions and views. It is through this platform that ideas are transformed into practice and consensus into action.
As one of the important activities of the summit, "Building a Community of Shared Future in Cyberspace Together with Excellent Cases" was released during the summit. The 12 cases released this year vividly illustrate the wonderful stories of international cooperation in cyberspace among various parties around the world.
In the field of cybersecurity, Kaspersky's "International Network Capability Building Program" demonstrates the depth of international cooperation. Li Heng, Director of Government Affairs and Public Policy at Kaspersky Asia Pacific, introduced that the program aims to help developing countries strengthen their digital security defenses through full process training such as source code review and threat modeling. At present, 700 million people in Nigeria, Namibia, Türkiye and other countries have benefited from it. Among them, students of Türkiye Strait University are becoming a new force in cyberspace governance through systematic learning.
The mutual learning of civilizations has also brought new vitality to the cyberspace. At the "Eternal Heritage" Maker Competition initiated by the Nanjing Dabao'en Temple Site Museum, young makers from 19 countries used digital technology to revive the disappearing glass pagoda. When digital technology meets cultural heritage, and when young people around the world join hands for a common goal, we not only safeguard history, but also weave memories for the future, "said Wang Wenxi, the director of the museum
The attendees believed that the reason why this concept can continue to resonate widely is precisely because it faces the reality that 2.6 billion people around the world are still in an "offline" state and responds to the international community's deep expectations for a fair and reasonable cyberspace order.
Uganda's digital transformation has become a vivid footnote to the implementation of the concept. At the theoretical seminar on the 10th anniversary of the concept of building a community with a shared future in cyberspace held during the Summit, Chris Bario Munsi, Minister of Information and Communication Technology of Uganda, shared that by continuing to promote the "digital Uganda" strategy, the country has established more than 10000 kilometers of optical backbone networks, and the Internet penetration rate has exceeded 47%. These achievements stem from both domestic investment and the support and cooperation of the international community, and are a vivid practice of building a community with a shared future in cyberspace
However, challenges still exist. A new digital divide is still emerging, and new digital vulnerable groups are constantly emerging, "said Zhao Houlin, Honorary Chairman of the China Communications Society and former Secretary General of the International Telecommunication Union. Global collaborative governance is urgently needed for ethical construction of artificial intelligence and cross-border data flow. As a practitioner and beneficiary of the concept of building a community with a shared future in cyberspace, Chris Bariomonsi believes that as long as countries abandon zero sum thinking and adhere to the principles of consultation, co construction, and sharing, they will be able to bridge the digital divide and make digitization and intelligence a powerful force for promoting global sustainable development.
Starting from Wuzhen, heading towards the world. Standing at a new historical starting point, this exploration that began in Wuzhen will continue to deepen and expand, injecting new impetus into building a more fair, reasonable, open, inclusive, secure and stable global cyberspace.
