TikTok Shop Japan has received heavy news that from June 17, 2025, it will officially open the door to self registration for cross-border direct mail merchants, which undoubtedly brings new business opportunities for many sellers.

This open registration is only allowed for merchants who have the same store owner and qualification endorsement store owner to operate independently. For the entry of related entities, mutual store opening, and the entry of merchants on Douyin S5S6, it is still necessary to complete the process through targeted invitation submission.
In terms of logistics mode, sellers can choose cross-border direct mail or overseas warehouse shipment, but the two cannot be achieved simultaneously. The shipping location of cross-border direct mail merchants is in China, while the shipping location of overseas warehouse shipping merchants is in Japan.
From the perspective of the main body of the company, only enterprises registered in Chinese Mainland and Hong Kong are supported to settle in, and self-employed and sole proprietorship enterprises are temporarily closed. If the seller has a Japanese entity, it is recommended to contact the platform industry manager in a timely manner to apply for entry.
The industry manager reminds that once registration is completed, merchants should upload their products as soon as possible, no later than June 20th. At present, the amount limit for cross-border direct mail orders is within the duty-free limit, which is 16666 yen. Due to the fact that consumption tax is only involved when tariffs are imposed, cross-border direct mail merchants do not need to pay an additional 10% JCT consumption tax and local consumption tax.
In addition to taxable goods, the platform settlement statement will deduct customs duties and consumption tax. Merchants need to include these costs in their quotations, which will be deducted and paid by the platform's 4PL cross-border direct mail service provider, and deducted from each settlement statement. Merchants can also declare through cooperative logistics service providers and enjoy the same benefits of duty-free and JCT quota of 10000 yen (whether to support a 60% discount declaration of 16666 yen needs to be confirmed by the merchant). If the tax-free limit is exceeded, the merchant's quotation must include the cost of customs duties and JCT consumption tax.
At present, the free shipping policy of TikTok Shop Japan is as follows:
  1. New customer: All inclusive shipping, with a threshold of 1000 yen (approximately 7 US dollars), and free shipping for logistics costs up to 400 yen (cross-border direct shipping final leg shipping fee of 360 yen, all eligible for free shipping).
  2. Regular customers: All inclusive shipping, with a threshold of 2000 yen (approximately 14 US dollars), and free shipping for logistics costs up to 400 yen (cross-border direct shipping final leg shipping fee of 360 yen, all eligible for free shipping).
If both the merchant and the platform have set up free shipping activities, the platform's free shipping policy will be given priority.
